My predecessor in his Confidential
Despatch of March 21st., 1907, set forth at length the
proposals which he recommended in regard to the site for
the Terminal Station of the Railway at Kowloon. Your Lord-
-ship in your Despatch of July 19th., 1907, forwarded for
my information the report of the Consulting Engineers upon
these proposals, and intimated that you were prepared to
approve of their recommendations if I also concurred in
them.
2.
They were in brief:-
(a)
the acquisition of Blackhead's Lots;
(b)
(c)
the extension of the Reclamation southwards till
it abutted on those Lots;
the setting back of the frontage line of the
Reclamation at its southern end about 200
feet in order to save the cost of the deep
sea-wall which would be involved by the
continuation of the frontage in a direct line
